The town of Rousse was founded in the 1st century AD as headquarters of the Roman Navy and then it was called Sexaginta
Prista – which means Port of Sixty Ships. Through the following centuries the town developed as a centre of sailors and
shipbuilders and had various names – Roussi – Rouschouck – Rousse. Since the end of the Ottoman Yoke (1878) Rousse has been
a centre of navigation on the lower Danube.
The High River Shipping School was established in 1962 – a crucial year for the Bulgarian shipbuilding and navigation, when
the reconstruction of the already existed shipyard and the expansion of Bulgarian River shipping navigation fleet demanded well
educated technical staff.
On 26th August 1962 by Government Decree №1452 it was founded a Technical school with three and four-year courses of education.
In 1965 it commenced the building of a new building which took in its first students in October 1968.
Nowadays, the High River Shipping School has modern educational facilities including the following:
- Well equipped classrooms for studying general and professional subjects;
- Computer labs for studying the new information technologies and Internet;
- A well equipped building with labs and workshops.
The High River Shipping School has its own sports centre which includes an indoor swimming pool, modern equipped chess and
table-tennis clubs as well as a fitness centre. The swimming pool is used by the students and teachers of the school. It is also
a town centre for water sports training. It is open all year-round for the citizens and it is also a place where contests and
lifeguard training courses sponsored by the Bulgarian Red Cross are held.
Since 5th May 2005 it has been introduced at the High River Shipping School the Quality Control System according to the standard
ISO 9001:2000 of educational activity for acquiring vocational training and qualification courses in maritime/river professional
training.
The certificates of competency issued by the High River Shipping School are acknowledged by the International Maritime Organisation
/IMO/. These certificates give the students the right to be employed on board the vessels sailing under Bulgarian or foreign flags.
